The department of state announced that it is out of green card for 2024. I received the RFE already for medical form. Should I sent it back or wait until October? my deadline is Oct 27th.

The State Department, working in close collaboration with U.S. Citizenship and Immigration Services, is pleased to announce the issuance of all legally available visas in the Employment-Based Third Preference (EB-3) and Other Workers (EW) categories for fiscal year (FY) 2024. Maximizing these visas facilitates legitimate travel for essential workers across many industries that greatly benefit the U.S. economy, particularly in our healthcare sector.
The Immigration and Nationality Act (INA) limits the number of employment-based preference immigrant visas that may be issued within a fiscal year. Specifically, INA 203(b)(3) provides that the annual limit for EB-3 visas is 28.6 percent of the worldwide employment limit, of which not more than 10,000 may be made available in the EW category.
Since all available EB-3 and EW visas for FY 2024 have been used, embassies and consulates may not issue visas in these categories for the remainder of the fiscal year. The annual limits will reset with the start of the new fiscal year (FY 2025) on October 1, 2024. USCIS publishes Application Filing Guide for Biden's Parole in Place - Keeping Families Together - I-131F

On Aug. 19, USCIS will begin accepting requests for, using a new electronic form, Form I-131F, Application for Parole in Place for Certain Noncitizen Spouses and Stepchildren of U.S. Citizens. Form I-131F will not be available on uscis.gov until Aug. 19. USCIS is not accepting any other form for Keeping Families Together. Do not file a request for parole in place under this process before Aug. 19, 2024.
We are publishing a Filing Guide for Form I-131F (PDF, 9.33 MB) on the Keeping Families Together webpage. This guide will help individuals as they prepare to file a request for parole in place through the online process. We have also updated the Key Questions and Answers about the process on the Keeping Families Together webpage. More information about Keeping Families Together will be made available in a Federal Register notice in the coming days.
Form I-131F will only be available to file online. Each requestor, including minors, must file a separate Form I-131F, and each requestor must have their own USCIS online account, including minors. Information on creating a USCIS online account is available on the How to Create a USCIS Online Account webpage. There is no paper form for this process.

Action taken on case
So yesterday I received two emails within 30 minutes both stating an action had been taken on my case and to log in. When I logged in all I saw is the status still states my case is actively being reviewed, but the date had been updated from April 17th to August 15th.
I checked the documents tab and nothing new there, any idea what action could’ve been taken?

My spouse (USC) and I have been living in Canada the past 3 year tax years making his income fall below the poverty line in the U.S. However my spouse just moved the U.S and has proof of income for about 3 months making about $2500 per pay check. From the quote below on this website (https://travel.state.gov/content/travel/en/us-visas/immigrate/the-immigrant-visa-process/step-5-collect-financial-evidence-and-other-supporting-documents.html), would it suffice to just provide the past few pay checks as financial evidence without having to add a joint sponsor?
Evidence of income: "If you completed Form I-864, I-864A, or I-864EZ and the income reported on this form or your tax transcript reflects income below the poverty guidelines for the year the form was submitted, submit evidence of your income. This can include evidence of current employment or self-employment, recent pay statements, a letter from the employer on business letterhead – showing dates of employment, wages paid, and type of work performed – or other financial data."
