Hi, i traveled to my home country because my dad had to undergo a major surgery and i am his only carer being the only son. So i spent about 4 months already. Now the flight i am choosing has multiple airlines including Kenya and Pakistan international airlines. I have two questions:

hello, i have a question. I know past few months USCIS is using Final action dates to apply i485, Has this happened in past fiscal years and USCIS reverted back to Date of filing chart again in few months? If it did then are there any chances of them using Date of filing chart again this year or need to wait for 2025 fiscal year to start?

2022 and 2023 granted total 18k GC but still not surpass the year 2020.
If you notice the year 2021 approved 7142 (I-140s) but only issued 4885 GC. If they try to approved more GC in the year 2021 the backlogs would not stacked up. FY 2021 (Oct 2020- Oct 2021).
Just my guess that it could be the problem for this long processing is on the year 2021. Every year the GC issued is quite close to the new I-140 submitted range from. so there is about 500-1200 cases won’t be approved the year after that but the second year which mean I-485 approved during this time is about 1-2 years. Only the year 2021 they approved so little 4800 GC which means about 2200 cases wait for next year to get approved and it is likely that we normally wait around 1 more year which our cases would be approved 2-3 years after filling I-485.
Now the backlogs is 26k but about 16k for ROW that is by June 2023 but I only need it reach up to October 2021 which possibly around 17k and 8-9k for ROW which can issue all FY 2021 in just 1 year . FY22 + FY23 = 18k GC issued which can advance up to 2 FY but during FY22 + FY 23 they could not pass the year 2020 which imply 18k combine some backlogs far away in the past.
Assume FY 24 is 8k issued we get 25-26k GC issues by October 2024 and by October 2025 GC issued is 33-34k issued. But If I added up 2019-2022 I-140s = 26k, by October 2025, there is no way that late PD 2021 could turn in 2026 to be issued.
FY 2021 starts on October 2020-October 2021. So if the whole year 2021 is 9k and by October they finish December 2020, There is no way from October 2020 - October 2021 is more than 8k. So my guess is from October 2024-October 2025 they could take up the whole 2021 GC.
I forget this I-140 approved does not count dependent of each I-140.
My analysis is skewed.
