mine? I’ve beening waiting and asked live representative about my parent case, and they said it’s processing normal. please let me know what should i do to speed up my case

I have been keeping track of cases of numbers getting approved or being worked on currently and noticed that majority of cases starts with IOE09 so I am thinking maybe they are working on cases with specific numbers. Are majority of 130's being mailed in or are they just working on cases mostly with 09 only for a specific period of time before going to cases that just start with IOE9?. They have been on 09s for the last few months. Any ideas from anyone experienced with that sort of thing?
