NVC IV FEE KEEPS ON REJECTING EVEN AFTER BEING DQ’ed
We're at NVC stage right now. Received welcome letter on 9th Dec 2023. Paid AOS fee on 12 and it went through without any issue. Then we paid IV fee on 24 Dec, it was accepted after 3-4 days. We started DS 260 and the next day, the fee got rejected and returned back into our account.
Since we wanted to upload 2023 tax documents so we waited till Jan end and on 29 Jan 2024, we paid IV fee again, and same thing happened again; got accepted in 3 days and after 2 days, rejected and returned back into our bank.
We tried for the third time in Feb and this time we uploaded and submitted all the required documents.
After 4 days, on 8 Feb 2024, we received DQ emails from NVC and DQ message on CEAC portal too, while the fee was still IN PROCESS. It got accepted after a day and in the next 2 days, got rejected and returned back again. 😭
On 12 Feb, we got an email from NVC that the fee is rejected because of following reasons: 16- ACCOUNT FROZEN. 💔
Now our case is DQ'ed since 8 Feb. CEAC status is also showing AT NVC, but fee status is showing PAY NOW. We've sent multiple inquiries to NVC, but either they'd reply that *"This case is Documentarily complete which means NVC has all the documents we requested and it's waiting for interview appointment"* or they'd ask us to pay fees again in order for our case to continue.
We even asked for alternative payment methods and they told us that this is the only way we could pay fees.
We tried paying again and it got rejected and returned again for the fourth time with same “ACCOUNT FROZEN" email.
Don't know what to do now.
Has it happened to anyone else?
What could be the reason for it?
What are the possible solutions?
Will it affect my DQ date?
Is there any other way we could pay IV fee?
We've already been trying for 3 months. It's frustrating ad depressing now. As if the process wasn't already lengthy enough? 😐💔

My mother's timeline
Here is my mother's timeline. We got the papers filed by an attorney, FYI. One RFE because we were missing notarization on affidavit of birth. We resubmitted with new affidavits but they canceled the RFE, leading to unnecessary waste of time and money for us. Can't do much.

Status change on I360 “ new card being produced” for those who had the same experience can you share with me what happening
I have a C09 EAD, And I never apply for C31 , why my I360 shows news card ? and my EAd receipt number shows geez waived ?
please for those with same experience tell me what happen after “card being produced …” I saw that some member had same experience

my husband (petitioner) received the approval notice (I-797) from USCIS. and the I-797 indicated that our application was retained in USCIS. he’s planning to submit form I-824 because I’m (beneficiary) here outside the state. And his account in USCIS can’t submit the form where we can apply? or is there any alternative way to correct the mistake that he was sign both no.61 and no.62 in form I-130? we’re both confused of what’s the next step on the process? and we are about to receive the NVC welcome letter but ther no yet update or any…. PLEASE HELP! thank you!

After my first case with premium processing received RFE and then denial, I rearranged my case and filed it with another lawyer. Was
approved without RFE but had to wait a lot.
