hello family/friends my husband did his interview on 06/10/2023 in Frankfurt Germany. They take his passport and gave him register for delivery paper. Does that means the visa interview got approved or what. Does anybody went through the same thing please let me know how long will the visa will deliver.

I need your help!
Long story short:
After the last interview my case was sent back to USCIS by the consular officer for another review, (my fault - I didn't do the taxes for few months where I was working there. Meanwhile I solve them). Since then (August 2022), my case was reaffirmed by USCIS on Jun 2023, and them mailed back to the Department of State, on Jul 5. Now the problem starts because I tried to reach the NVC to ask them about the file and what should I do next, and they told me they already sent the case back to USCIS. Then, I called the USCIS to ask them about the file, and they updated me: the file was sent back to DOS few days ago (at the moment of asking).
Then I tried to reach NVC again. I told them what USCIS told me, and as an answer they gave me an update FROM 2022. That's crazy. I don't know what to think about this.
Is anyone here in a similar situation? Do you have any advices? What to expect next?

Case update but nothing received
I got a message that my i130 application for my husband was last updated on October 3, 2023 and it is at California service center. I am US citizen and this is consular processing. I have not received any emails or updates. What could this October 3 update be? my PD is December 2, 2022 and the first active review is that same day as well.
I am praying for approval! Please God!
