we got our NOA2 and we haven't gotten the mailed notice yet. do we need to contact NVC to initiate them getting us a case number or do we just wait for them?

Hi guys,
In the DS260 (NVS stage)
- (Mailing and Permanent Address Information): I have written my brother in law’s address but he has moved to another place recently, I’m living abroad now and planning to move to the US after 2 weeks
So how can change the mailing address? I want them to send me the green card to the new address

I got the approval notice the I130 was approved and still waiting on welcome letter from NVC. I check email and mail and it’s been 3 mo since approval.
Although, I went into USCIS and it says “case closed” is that normal once the approval is done?
