When we filed the I-130 petition, my husband had a different job and my husband changed his job and i have not received visa approval yet. I have been waiting for 16 months. So will my husband's job change affect my visa approval?

I would like to tell you about my mother's 7-year journey 2018 -2025 of settling with me in the US and 6 years of permanent residency from 2019-2025
On January 12, 2018, my mother and I first set foot in the US. Eva Airlines, from Ho Chi Minh City, transiting Taiwan, landed at Los Angeles International Airport. At that time, My and I arrived in the US and were looking for a school. At that time, we were staying at my cousin's house.
In May 2018, I applied for a green card because my uncle and mother sponsored me.
In April 2019, I received the interview letter for the first 2-year green card.
May 8, 2019, went to interview for the first 2-year green card. Met a Vietnamese man named Quynh. In the evening, when I got home, my mother checked her Gmail at the milk tea shop. At that time, I was at home, had just finished eating and washed the dishes, and my mother called and they approved my first 2-year green card. I was very happy.
May 2021, my mother and I renewed our 2-year green card for 10 years.
October 2022, interviewed for a 10-year green card in Santa Ana.
November 2022, my mother applied for a 3-year US Citizenship test.
February 2023, received a letter for an interview for US Citizenship.
March 21, 2023, it was raining that day for the US Citizenship interview.
Met the new American office guy who didn't ask what the weather was like that day, my mom told me that she hadn't sat down for 5 minutes and she was done. My mom said that this guy was on a date with his girlfriend so he did it quickly.
March 21, 2023, my mom officially became a US citizen.
June 2023, my mom got a new US passport.
April 2024, I applied for US Citizenship for 5 years, with the N648 form filled out by the doctor.
May 2024, received two letters, we received your N400 form and showed how to create an account.
June 2024, received a letter exempting fingerprints.
December 2024 received a letter for the US Citizenship interview right on Christmas, busy studying.
January 24, 2025, interview for US Citizenship. And the office lady approved the N648 application without asking for history, only asking for personal information.
January 24, 2025, the N400 application was approved and scheduled to take the oath in 2025. My mother and I finished the US Citizenship interview right on Tet.
February 2025, received the oath letter.
March 19, 2025, took the oath to receive the US citizenship certificate at Grove Of Anaheim.
April 2025, received the first new passport and the US citizenship certificate at home.
My and I went to the US 3 times and returned to Vietnam in the summer of 2019, summer of 2022, fall of 2023.
My mother and I moved 6 times, 2 times luckily we were not interviewed by the US Citizenship office, no questions asked about moving from 2018-2021.

Average time to hear back
What has been the average amount of days to hear back? We have 288 days and have not heard anything. Is this normal? Not sure if it’s due to the new administration or just common? How many days did it take for you guys to hear “someone is reviewing your file”?
Also, do we get something in the mail or would we be notified here as well?
