Change of Status J-1 to F-1

Just wanted to share my personal case - Change of Status from J-1 to F-1.
You can briefly see the timelime below.
My first service center was Texas, and after I added Premium Process, Vermont service center was taken care of my case.
I got the APPROVAL just a day after I apploed Premium.

Please let me know if anyone got approved this is first time h1b I see earlier approval for some cases however actual wait time is 8 months. Do you recommend to upgrade to PP if this is long wait.

IV Scheduling Status Tool
Anyone knows why (NVC) IV Scheduling Status Tool is not updating, per my observation it does update every 3rd of the month, but it's already Oct 7 and still no update from them? Is it because of the government shutdown? I doubt that it is connected from that because on the news they said that immigration services will not be affected.
notice of action (interview)
so do both of the applicant and the petitioner receive the notice of action paper for the I130 and I485?
when we checked the I485 account and it says interview is scheduled and there was a document under document section. for the I30 only says interview is scheduled and nothing under the document section. we only received one paper mail regarding the I485 (interview) .
Denial Notice!!!!
Hello family, first and foremost I want to thank you for your kindness and support, without this community, I don’t know what I would have done. I received my denial notice, and it’s specifically stated.
1. The authenticity of my Nigerian divorce certificate, please I need help if anyone knows a good lawyer in Nigeria who can help me with this.
2. Incosistent timeline of my personal attestation, as regards to my living with abuser ., this is the dates I stated, that doesn’t make sense because I provided our lease agreements.
I have 30 days to respond, I will appreciate any inputs or suggestions.
