received a email from Kingston with new date

good morning my daughter immigrant visa interview, was scheduled for Feb 11, but I received a email stating that it was reschedule for Feb 28 at the embassy at the same time, is this normal for them to rescheduled interview?

I’m from Ireland my date is 21st of February 2021 but I think trump is good for us what is everyone’s opinions on this I’m un informed on the law and welcome to opinions what’s everyone’s thoughts?
