Is the dates on USCIS Accurate?

I had about 2 weeks left on USCIS and this morning it changed to 16 months, Is it really going to take another 16 months. My PD May 19, 2023 California processing center. For Standalone I-130

A dumb question but need your views. What will happen if an applicant apply for I485 adjudication when his/her PD is outside ‘FIling Date’ as per Visa Bulletin. USCIS accepts and keeps it in an inactive mode OR Rejects the application without generating Receipt number?
