my case took about almost 12 years and that was long before covid. I'd imagine it's closer to 15 now

the current priority date for F3 is April 1st 2010. I see that yours is April 2nd, 2015. so given it keeps moving it may take another 4 years or so.
In August 2023 visa bulletin the priority date was Jan 8, 2009. so it moved about 15 months in a year. Good luck!!
