what does the numbers mean in the time line?
one of my case shows I’m #2 in the timeline and my other case shows I’m #23. Which is better? the higher or lower number?

2 out of what, and 23 out of what. Those numbers by themselves are meaningless; you have to compare them with the total number of people in line.
Divide them by the total number of people in line. The smaller the ratio the better.
As everyone else also said, it's not worth paying too much attention because there might not be enough applicants on lawfully to make this calculation accurate.
