Waiting NVC email (already 19 days after noa2)
I already got noa2 and welcome letter from noa2, but I haven’t received anything email from NVC, even already 19 days, they said case was sent to department state. what I have to do ?

Wait a maximum of 60 days or contact them... I have been waiting for the welcome letter for 56 days. I contacted them and they only say to wait 60 days and on the 60th day if it hasn't arrived, to contact them again.
