does USCIS follow visa bulletin strictly? 80% processing completion time 24months moved to 38.5months. any f2a recently approved regardless of timeframe?

pd 8/24/2024 nbc - they received tge rfe (medical exams) in October, then marked again “received rfe response” on Dec/6. nothing happened since then.

There's currently 380,000K approved i130 waiting for a visa. So it's going to be at least 5 years before your PD becomes current.
