If the parents are able to show sufficient ties in home country (work/ retirement info, property documents etc) , and evidence of monetary resources to cover expenses for the trip ( can be account balance for parents or children being visited) , there should not be any problem in getting a B2 visa stamp. Getting appointments at US embassies overseas might be difficult now due to the restrictions.
