VISA Bulletin predictions
The Visa Bulletin for the next fiscal year will cover up to June or July 2021. In October, I think they will advance to March 2021, but I find it unlikely that they will make significant progress. It all depends on whether they make slight advancements for the Philippines and no advancement for Mexico. If they do this, they can advance to December 2021. By July of this year, 2,500 green cards were issued solely for Mexico, ONLY IN THE CONSULAR PROCESS. Previously, it was Vietnam causing the backlog, but now the backlog is in Mexico. Regarding the 7% rule that no country can exceed 7% of the total green card issuance, that’s bullshit because, from what I’ve read, this rule can be broken in various ways, especially in cases of backlogs. For example, if a Mexican embassy was closed for a long time during the pandemic, they can override this rule to try to make up for the time when embassy interviews were on hold.

@Matt B where did see that Mexico has a backlog?

yup I don’t think its gonna move more than than 3 months for ROW, find a employer who is willing to file Suppliment J and go work a skilled job. Its gonna be another 18-24 months of wait for late 2021 pds to get their GC.

@Matt B 7% rule applies only on total eb level so if mexico is not having other eb category waiting then they will get visas. you can check phillipines, only reason their date is not moving fwd is because eb3 skilled(nurses) have to many waitlist so they have reach their cap. that is why maxico has different column but date are same because they haven’t exceeded total eb limit. you can check limit here

@G C It makes sense now, but even so, Mexico is unlikely to experience retrogression; they have more applicants in the family category than in the employment category

@G C But why were 27,000 EBs approved for India in the last year? That’s more than 7%

I think they should work on PDs 2021 specifically AOS applicants because it’s been a while they have given a large amount of visas to counselor

I agree with you. Starting this FY, there wont be many visas spilled over from family category so it will be a year again

no one can guess them !

If I'm wrong, I will be happy

@Matt B if family visa are unused there is spillover only eb1,eb2 are getting these benefits. also since we won’t have spillover total eb cap will get small so more retrogression will be for phillipines. even mexico might get retrogression. because currently they are almost touching cap. so not getting spillover is good for us since we are last to get these spill anyway.
