No one knows. From my research, they've got about 40,000 SIJS cases still pending. The EB-4 gets 10,000 every October (beginning of the fiscal year). My best guess would be to see some progressive movement in the Bulletin from October. Again, you never know.

The quotas start in October every year, but EB-4 has always been open in November. It would be best if the date is released ASAP, but I think it will be Current for a while at least in November. But.. no one can guarantee it.

@a a I really want to know why. I just felt that the flow was getting weird as the cutoff was set since December last year. So I thought this year's quarter would end soon, but I didn't expect it to end so soon.

Department of State changed the interpretation of the INA law which had always capped Special Immigrants Juveniles (SIJS) from Honduras, Guatemala, and Nicaragua at a 7% limit. They have now decided to release them from the capped row and add them to the rest of the world in the EB-4 category. This move opened the floodgate– given those three countries were always backlogged with thousands of pending cases– that diluted and retrogressed the whole EB-4 category by 5 years. It was an unprecedented move if you ask me. Now, everyone is backlogged by 5 years and the three countries only moved forward by six months.

Let's urge USCIS to resume releasing the "EB 485 pending report" (btw they released for 10 years but stopped in 2018), which can tell us the number of people waiting in line before our PD and estimate the wait time. I filed FOIA request and commented on the USCIS data page (https://www.uscis.gov/tools/reports-and-studies/immigration-and-citizenship-data) many times to ask for this. The more people ask for this, the more likely USCIS will take this seriously and release it.
