USCIS uses Final Action date chart for filing which means that is a sign that backlogs start to reduce. If you ask ChatGPT why USCIS switches between two chart Final Action Date Chart and Filing Date Chart for filing, it will explain why.
EB4 advances for almost a year from December 2019 to November 2020.
Now we hope that next quarter in July or next October can bring a major change in the Final Action Date.

no they use final action date because they have enough cases for the amount of visa remaining. This the main reason for switching between the two charts make no sense you accept more application if you don't have GC to give them. By no longer accepting applications they can focus only on process cases that they can grant a GC.

@hello mark if they focus on old cases. Final Action Date would be advance faster.

@waiting for gc if the process all the old cases as quickly as possible with the GC that the have now this fiscal year that would ensure GC don't go to waste. because it's use it before September 30 or lose it. If the waste GC your wait will be longer.

@waiting for gc Think of it as a line they have 20 GC for the year but 25 people now in the line. so they are using the final action date now because they don't need to accept more application they already have more then the 20 applicants for the 20 GC. now they try to issue as much of the 20 GC before September because if then don't they lose it. which means the line will take bigger and longer for new fiscal year.
