final action date and date for filling

final action date is when your visa become available.
date of filling is when you can start submitting the paperwork .

okay thanks, so if my PD. is 10Dec2018 i must to wait when the final action date is on my PD ?

yes. you have to wait until your PD becomes current in final action date.

@ss aa, if your PD becomes current in final action date that means your case dont have to wait anymore and if your case is already document qualified then they will schedule your interview.
