unfortunately that maybe true. remember this is just the I-140. so it doesn't include family members. so one I-140 may take three GC from the quote. so Two parent and a child or more. so mathematical it doesn't look well. but retrogression comes and goes base on demands .

each EB cat have 28% ish of the total number except EB3-3 (other workers) that have a flat quota of 10k per fiscal year

so using the document that @hello mark shared the EB3-3 had 26k ish I-140 approved as June 2023, that means we would need almost 3 fiscal years to get all visas received until June/23. that is a lot. hopefully that is not the case and USCIS have some sort of plan to expedite this process.

@Gilmar G Dependents count, so it means that almost 3 years would clear the backlog if all applicants were single with no children. In reality, just 30 to 40% of eb3 unskilled quota is used for employment based visas, the rest is family based (used by main applicants' spouses and children). So, in practical terms, we don't have 10k visas available per year, but around 3k to 4k.

@Shocked π₯΄ maybe you can help me understand one thing. I see on the VB that 28%ish of the available GC go to EB3 (around 40k per fiscal year) of those no more than 10k can go to others workers, right? but if EB1 or EB2 need more they can reduce the number to EB3? why only 3-4k are approved per fiscal year? how to see those historical data? thanks in advance for clarifying that.

@Gilmar G EAD will be valid for 5 years.
Other Workers max usage is 10k yearly (they emitted 9k last year). Spillovers from other EBs don't work for Other Workers.
3-4k main applicants per fiscal year because family members aren't exempted, so when you see the # of approved i140s, you need to multiply that by 2 or 3 to have an idea of how many years you'll be waiting in line for a GC.
One main application from Consular Processing will probably use 4 GCs (spouse + 2 children).
