u should reopen a new i-130 instead of waiting for i-824 approved. After i-824 approved, you will need to wait a few months to send to Embassy. It takes longer than apply a new i-130. Good luck

You can sue USCIS for a delayed case on your own, you will get a decision within 60 days. Do youtube search to learn more about it, and to get assistance with it "Mandamus Pro Se"
