If he is currently in the US, then you can submit I-485 ( also you can submit I-765 and I-131 with it). Why can you submit that, because your priority date is probably July 2022 ( three years ago, but you would have a specific date on your I-130 receipt, let’s assume it is July 1, 2022). Currently ( it changes every month) is allowing the people who has status and currently in the US with a priority date of March 1st, 2025 to submit the above form. Howver, your hasband will be able to submit those form also will be able to get his green since the date that USCIS allows to process your husband application should have priority date before Sep 1st, 2022, which is before your husband priority date. If he is outside US, I am assuming it should have already start the process but the timeline is based on which consulate that will be processing his immigrant visa. That is my understanding!
