Hello Lawfully family, Does the NVC welcome letter comes after the USCIS status update stating “case was sent to department of state” or will it come before that? Will the email for the welcome letter go to the petitioner & beneficiary?

both of u r will recive an email from nvc there r u will find a case number.

I received welcome letter (email) two days after approved by USCIS. I believe it was before the status changed to "Sent to Deparment of State" in MyUSCIS.
