hello Guys i need some advice please without the police certificate can i submit the process to nvc , in my country is difficult to have the police certificate due the covid 19

it’s depends in your country like Afghanistan,Pakistan, Iran they don’t need check with your US embassy in your country see if they require it.

yeh you will need to get that police certificate because you will not be able to fully submit everything to NVC without that required document.
