I was advised by my immigration atty to wait until the NVC status is READY before filling out the form. For the meantime start gathering all the documents you need to bring for your interview. Once you see the status is Ready fill out the DS-160, pay the fees and schedule medical and interview. The medical exam should be 2 weeks prior to your interview. My NVC status was AT NVC for a week from 6/7/24 then just this morning it is now IN TRANSIT to Saudi Arabia. It might take 6-10 business days before US EMBASSY in Riyadh receives the documents.
