it depends on CSPA (child status protection Act)
when was I-130 approved date ??
the time of submission and time of approved date is what can be added to your child age.
so for example
file submitted in Jan 2008 (I-130)
approved Jan 2010
you get exactly 2 years added to your child 21 year + 2 year.
he is eligible till 23..
