scan and save as pdf. there is also a file limit. please check the file size. it's stated in the instructions

you don’t need tax transcripts to upload to the nvc , I send my tax return 1040 and paystubs for the last 6 months and I got documentarly qualified already .

all documents gotta be 4m in size

look up “free pdf condenser” on google. I was able to find one when I filed a few years ago that reduced the file size enough. I don’t remember which one I used but there are plenty online.
