I would think if your embassy is completely open but your interview is not being scheduled for over 6 months of being DQd.. just imo

there was a mistake by nvc its not dq yet can i put in the request for that reason

Depending on the mistake and if your wording NVC processing times.. if you are past then I would request an expedite because of their mistake
