They're only off the specific Christmas days, not the whole month.

December 25th is when they will be closed anday e close a. bit early on Dec 24th , that is it... then closed on Jan 1 2023.

Usually embassies close from the Dec 15th and reopens like Jan 6/7th. USCIS only closes about 3 days within these stated time frames.
