NBC I-751 card is being produced without interview
I got conditional green card via consular processing which required a mandatory interview. Seems like USCIS is applying the new guideline announced in April.

@Ola A, pre newer risk-based assessment guidelines, those that were counselor processed for their initial/conditional green cards, were most certainly interviewed for removal of conditions by USCIS immigration officer in the US. Andy Kou would’ve lodged I-751 here in the US. Guess is that Andy and spouse were ready to be scheduled for a RoC interview on Oct 20th, 2022, which was then waived under risk-based guidelines, but Andy will need to confirm that.
