Only USCIS makes that determination based on your case. Usually, if they have already taken your fingerprints, they may re-use it. It doesn’t mean that they have to, but they usually do to avoid delays. Again, that’s USCIS’ prerogative as every case is different. Yes, appointments are still made.

@Emily Smith, I agree with your answer. Your position is highly clear. Only USCIS would determine, based on their criteria, whether they reuse your old fingerprints or not. My family and mine were reused a way back ago. Good luck.
