Your F2B is 22 MAY 2017, so a 01 MAY 2017 priority date is current. That does not mean NVC acts the same day; if there is still no welcome/instruction email after a reasonable short delay, the correct channel is the NVC Public Inquiry Form.

Yes, you are absolutely right, but I wrote an NVC public inquiry, and they said, "Due to the limit on the number of immigrant visas set by law, this petition is not eligible for further processing at this time."
The NVC will keep it until an immigrant visa becomes available. How much more time do I have to wait for it? How much more time do they take for the further processing?
