did he call them for an update or reach out to his congressman. If he did and no movement maybe its time to file the Writ of Mandamas lawsuit. Y'all should talk to an immigration lawyer.

Did you submit an enquiry to USCIS (I believe after 2 years of applying you should be eligible to do so)? And secondly, did you get congress involved?
As others have said you can file the Write of Mandamus lawsuit but that costs 5 grand and is not for everyone’s access. You may want to pursue the above 2 options first and ASAP.
