Hello, I contacted my congressman and then my senator to request an inquiry because my case is now 16 months,
I'm waiting for senator’s response more than 5 weeks
what I can do now how to get my case approved

In most cases the senators don't help to move cases.... also often senators ignores you, or USCIS ignores senators... You can sue USCIS for a delayed case on your own, you will get a decision within 60 days. Do youtube search to learn more about it, and to get assistance with it "Mandamus Pro Se"

because the citizen ( petitioner) must contac the congressman is not they don’t answer
