I'm USC and I'm 16 can I apply i-130 for my husband and my daughter my daughter she is 11 months and I can't leave her alone can I apply for my husband and daughter from overseas even if I'm under age?

as long as you are legal to get married. USCIS doesn’t say anything about minimum age to apply for a green card based on marriage.

I don’t want to be this kind of person, but in your case I would try to find an immigrant lawyer and have a consultation- obviously I want you to be with your daughter ASAP. in order to not mix anything up or make any issues with your case, a lawyer could help for sure to answer any of your questions. I also think that Filipe is correct, that you don’t have to be 21 (I have read it the other day somewhere) but please in your case, try to find someone for consultation. It will also depend on which country your husband is from etc etc. good luck to you !!!

if your husband comes here he might get arrested for child abuse. it's not allowed to married a 14 year old in America.

However, you must be at least 18 years of age and have a residence (domicile) in the U.S. before you can sign the Affidavit of Support (Form I-864 or I-864EZ).” And to the point of underage marriage : “With parental consent and judicial approval a person can marry at 14. A person can marry at 16, as long as one party isn't more than three years older than the minor, and 1) their parent consents, or 2) they are emancipated.” Furthermore “North Carolina and Alaska allow them at 14. Several states, such as California and Washington, don't have a legal minimum age specified. North Carolina just passed a bill to raise the legal age to 16 in their state Senate last week.” And “Child marriage is currently legal in 44 states (only Delaware, Minnesota, New Jersey, New York, Pennsylvania, and Rhode Island have set the minimum age at 18 and eliminated all exceptions), and 20 U.S. states do not require any minimum age for marriage, with a parental or judicial waiver.” AGAIN please contact an immigration lawyer - those are just things from the internet, he knows better.
