I’m on student visa and my dad put it filled f2b file on 2 fab 2017 so it will be left on one month for current so my question is can my dad fill for apply citizenship ?

Yes they can. After He receives his citizenship, you have an option to opt out from moving to F1 unmarried children of a citizen and stay in F2B. Your lawyer must know this.
