That’ll be a big waste of money because the purpose of premium processing is to get adjudication faster and wait for the priority date to be current before adjusting. Now, with this ban, you will not get any response from USCIS. So the natural wait introduced by that will cater for it. Do you know when the ban will be lifted? What if the lifting of the ban comes with adjudication? If you already did regular processing, this is lowkey blessing in disguise for you because you should not be bothered by premium processing. Wait for a month or two after the ban is lifted to ascertain whether you should go for premium or not.

The 39 country list is not the same as the 19 country list. For the 19 country list USCIS cannot make adjudications of immigration petitions. @Manifest Law the 39 countries have a pause from USCIS adjudication on all immigration benefits on top of what you mentioned so no green cards will be approved.
