You have to apply where your current residence is. My suggestion is that you apply for your adjustment of status 6 months after being granted asylum. That is a good time. Make sure you send the medical exams at the beginning.

you can apply for GC from anywhere. just make sure you update your address with USCIS every time you move. I’d also wait a few months before applying for GC as Marvin suggested.
