If you have a pending I-485 then yes, you can do that right away and don't have to wait for your OPT to expire. If you don't have a pending AOS then you cannot file.

If you haven't filed I-485 already then you should consider filing it as F2A priority date is current.

heard petitioner must be usc before you can file i485 otherwise i130 must be approved first

To the best of my understanding that is not correct. As long as the priority date is current, which is the case for Spouse and Children (Under 21) of LPR; You can file for AOS concurrently
