I filed my i751 October 2023 it is over 28 month to now I didn’t hear anything from the uscis and I apply for citizenship October 2025. I need to travel and I am from the banned countries.

Uscis will not adjudicate cases from the original 39 countries so your citizenship case my take longer at this time and do not travel now.

At 28 months, your I-751 at the U.S. Citizenship and Immigration Services Vermont Service Center is slow but still within what many people are seeing there. If you have your expired 2-year green card plus the I-751 receipt notice with the 48-month extension, you are still a lawful permanent resident and can generally travel.
However, because you are from a banned country, expect extra screening when you return. Keep your trip short, avoid staying outside the U.S. more than 6 months, and make sure someone monitors your mail in case an I-751/N-400 combo interview is scheduled. If the trip is not urgent, waiting may reduce stress, but short travel with proper documents is usually allowed.
