I-129f k3: can the beneficiary be in a different country than the home country?

Hi, I petitioned for my wife who is Chinese (I-129f k3). She is in China currently. If this I-129f is approved, can she get the visa while living outside of China?

just updated once your petition is approved from USCIS and once it gets to NVC to fill DS 160 there you can changed . also making an appointment for interview you can choose a country.... I think
