Hi guys,when I'm paying the fees for the visa do I have send the police certificate at the same time or send it later when they ask for it please?

upload the picture of sealed envelope police certificate if you have one. in my case the embassy didn’t issue me police certificate and asked me to bring a letter from US embassy stating you need police certificate. I attached that email communication and my case was documentarily qualified.
