IOE is used for electronic filing. Check the bottom part of your I797C notice of action. It will say which office is processing your case.

@Milla man yeah. I saw someone posted her journey. they only took 5months to get approved since her husband is a US citizen. I guess there’s a big difference too when it comes to US citizen and permanent resident.
