And u live in an apartment complex where there's a lease office!!! he should have just go to the lease office and gave them the mail... In a house I can understand but in a complex it's illegal and you can put a charge on him especially because it's an immigration case. that's crazy!!! bro you have to file a complaint because it's a serious matter. I found the email I received from USCIS when I requested a change of address, and I filled in my apartment number correctly. It was an immigration error that put the wrong number.
