what does it mean when uscis sends you REF stated that
the joint sponsor’s income doesn’t meet 125 percent?

you’ll have to file the 864 for the second person and submit it back to them

It means you have to find another joint sponsor... Go to the Poverty Requirements 2022 and look for your joint sponsor household and money and if he/she makes less than that, you will have to find another Joint Sponsor
