can a person be approved for fafsa with an approved Vawa, while still waiting for the I-485 to be approved?

i dont think so. because 4 years ago I have applied for fafsa and got denied. the community college I attended sent my bill to collections and I had to pay it off in order to protect my credit history! here in Vermont
