what exactly do you need explanation on, visa bulletin ? From what you have provided, if your wife’s case has been approved and I-485 been documentary qualified then the rest depends on the embassy from her country of origin/where she will be attending the interview to schedule an appointment date. If Feb 2021, is your periority date, then according to the already existing visa bulletin your wife’s case is current and can be scheduled for an interview any moment from now. @Lord Is My Shepherd 🙏 your Priority date is the date that you applied, you can go to the chart on visa bulletin depends of your country you gonna see if your date is current or not
