F2A has been heavily delayed for many people because both USCIS processing and visa bulletin movement matter. An I-130 can remain pending a long time and, even after approval, the beneficiary still needs visa availability. If your inquiry date keeps moving and the case is still within normal processing, USCIS may not accept an inquiry. Once the inquiry date arrives, submit a service request.
