They still likely will be going month-by-month and approving cases until they get to your PD. There are a bunch of folks who didn't get approvals for July 2022 yet, so unless they start randomly picking people and/or dedicate more workers to F2A, you have about a year wait for Sept 2023 PD

nothing has changed. cases are processed in the order they were received, as of now they are working June - August 2022. all the bulletin means is that there is a visa available for you but you still have to wait your turn.
