is it true that some people with pd in 2023 are getting their I-130 approved ? how is that? dont uscis takes 3 years to make a decision?

i think that the 2023 or 2024 approved upgraded when they became citizens. that's why they're being approved

my pd is Dec 2023 and I got my interview. someone told me that this might be because my medical exam does not expire and they might had given priority to it (I’m not sure if it is true tho)
